What your Rising sign means
Your Rising sign — the Ascendant — is the zodiac sign that was climbing over the eastern horizon at the moment and place you were born. It describes the manner you lead with: how you come across before anyone knows you, and how you approach a room you have not been in before.
The Ascendant is the most time-sensitive placement there is. The whole zodiac passes the horizon in twenty-four hours, so it changes sign roughly every two hours — and it depends on where on Earth you were. A wrong time or a wrong city gives a confidently wrong answer, which is why both are required here.

Why do I need my exact birth time?
Because the Ascendant changes sign about every two hours. An hour of error can move it a whole sign; a guessed time produces a confident answer that is simply wrong.
Why does my birth place matter?
The horizon is local. The same instant gives a different Ascendant in Lisbon and in Tokyo, so the calculation needs your coordinates and time zone.
What if my birth time is only approximate?
Treat the result as provisional. If you know the time to within about an hour you are usually fine; to within a few hours, the answer may be one sign out either way.
Is the Rising sign the same as the Ascendant?
Yes — they are two names for the same point: the degree of the zodiac climbing over the eastern horizon at your birth. "Ascendant" is the technical term and is what you will see on a chart wheel; "Rising sign" is the everyday name for the sign that degree falls in.
